  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, we have seen a Government where civil servants insult Members of Parliament, and in particular the Permanent Secretary, Head of Public Service and Secretary to the Cabinet. I do not wish to say what he said, but indeed, he insulted each Member of Parliament. I want to remind him that the Head of State is a Member of Parliament. His appointing authority is a Member of Parliament. The Prime Minister is a Member of Parliament. How does the Head of State expect us to support him when he has a civil servant who calls Members of ... view
  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, yesterday’s ruling by the Speaker, perhaps, is what this House needed. My plea to Members is that let us not become troops to fight other people’s wars. Let us not agree to go and help certain political leaders to fight wars. We have seen where Members of Parliament are used to insult other leaders. We must desist from that. This country is tired of political bickering. I wish to plead with our Members who have said they will go to court. By the time the court rules, we will be in the Eleventh Parliament. The best ... view
  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, during the holidays I had an opportunity to host the entire Government; the Head of State, the Prime Minister, the Vice-President and Minister for Home Affairs, my good friend here, Maj-Gen Nkaisserry and very many Ministers on the launch of the Project, Kazi kwa Vijana . Let us not call it Jua Kali . If you want to know what Jua Kali is go to Gikomba. It is a lifeline in this country. In fact, we view
  • 29 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, with those few remarks, I beg to support. view
  • 23 Apr 2009 in National Assembly: Thank you, Mr. Speaker, Sir. Some of us were in school when most of these senior politicians were seated right where they are. At that time, there was a professor of politics who was none other than the former Head of State, Daniel Toroitich arap Moi. Perhaps, we should look at how the man used to do his things. He knew that the seat of Leader of Government Business was very sensitive. Therefore, he devised ways to keep his students in tow . So, he came up with a system of shifts. One person would be the Leader of Government ... view
  • 22 Apr 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Since it is not provided for in the Standing Orders, we would wish you to clarify more, because our expectation was that we do not give the Prime Minister notice, since we will not be asking for information relating to the nitty gritty of what happens in a Ministry. We will basically be dealing with policies of the Government, or decisions made by the Government. We thought that, in that case, there would be no need for notice because the Prime Minister should know the decisions being made by Government or the ... view
  • 22 Apr 2009 in National Assembly: Mr. Speaker, Sir, I wish to support the Motion by Dr. Khalwale. If you look at the proposed list, they did not even deem it necessary to include only one youth from either side. They should have included one from PNU and another one from ODM. I might not be qualified to be referred to as a “youth” but get somebody who is 35 years or below. Mr. Speaker, Sir, on the other issue concerning the PNU and ODM(K) side, there are no consultations. It appears that we are only valuable when we are contributing the monthly kitty to the ... view
  • 24 Feb 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. This might have escaped your ears. I do not know whether you heard what the Assistant Minister has said. He is apparently a medical doctor. view
  • 24 Feb 2009 in National Assembly: Mr. Speaker, Sir, is he in order to mislead the House that they could not know the cause of death of those four expectant mothers? He has said that he could not ascertain the cause of the deaths. Even the grammar and the English is wrong. view
  • 24 Feb 2009 in National Assembly: Mr. Speaker, Sir, I have a school in my constituency by the name, Ngombolo Secondary School with about 150 students. It receives free secondary school funds for tuition. view
