  • 13 Oct 2021 in National Assembly: The biggest question is: Where are our governors? We give them money but they go to do other mega projects like airstrips, offices and major roads. However, they do not address simple things that affect our people. As we talk about this National Water Policy, we need to train our own leadership within the counties and other areas. view
  • 13 Oct 2021 in National Assembly: The National Water Policy also talks about something that relates to the delivery of sewage and non-sewage sanitation. We are slowly urbanising. Most young people no longer prefer residential areas in the villages and agricultural areas. They are moving to the market centres. These centres have grown and they do not have sewer passages. They require sewage passages. Time has come for us to say that we need to see this document put into good use. This country is known for coming up with good policies but very weak on implementing them. view

  • 13 Oct 2021 in National Assembly: Hon. Temporary Deputy Chairman, in as much as we want to finish this business, we also need time to look at the amendments. There are so many errors. For example, New Clause 15B(1) states that a licensed sugar miller shall be licensed by the Board. They are already licensed. I appeal to you to give us more time, so that we can iron out this Bill and not end up with a product which has too many typos and errors. I ask the Chairman to rule that this is a typo. We cannot have someone licensed being licensed again. view

  • 13 Oct 2021 in National Assembly: Perhaps the Chair needs to explain to us why it is that the new member who has been appointed to replace the deceased will only serve for the remainder of the term of the deceased. What is the rationale of that? In any case, we expect, after a long time, there is no one time when we shall be forced to have a new board at any time for purposes of historical memory. view

I support this Petition. I request that the Committee comes with recommendations on what we need to change in the law so that when you supply the national or county governments, you get paid. Given The traditions of Parliament worldwide and, more so, the Commonwealth, are such that Ministers in the House cannot ask Questions. The Questions are left for backbenchers. Under the old Constitution, likewise in Kenya, Ministers could not ask Questions. Under the new Constitution, Chairs of Committees represent the Executive in the House.
