Mr. Temporary Speaker, Sir, I agree with the position that you have advised, but I would say that this matter, perhaps, goes beyond even the mandate of this Committee. The truth of the matter is that the Ministry in charge of roads makes a budget, which is agreed upon by everybody. Kenyans are concerned about what is happening in our universities and other institutions of learning.
