Mr. Speaker, Sir, hon. Senators will remember that the day after, the Senate Majority Leader brought the Motion under Section 33(b) of the County Governments Act, which led to the appointment of this Special Committee. Mr. Speaker, Sir, on behalf of the Members of the Special Committee, I thank colleagues, hon. Senators, for the confidence and trust they expressed in each one of us by electing us to serve on this Committee, whose responsibilities were not only huge and onerous, but were also constitutional in nature. Mr. Speaker, Sir, this is public knowledge, but I have addressed you separately in connection with this. What I was going to ask is that we do not understand the objectives of some of these statements; but they were interpreted as undermining the work of the Senate in exercise of their quasi-judicial function conferred on it by the Constitution. Mr. Speaker, Sir, even as the Special Committee asks you to investigate the source of these reports and to take appropriate action, I wish to assure you and the public that the Members of the Special Committee remained focused and determined ...

Thank you very much, Mr. Speaker, Sir. The second area of concern relates to the fact that the Special Committee observed that owing to the fact that devolution is still in the early stages in our country, the report of the Special Committee may be useful to all the 47 counties, as it may inform the counties in the discharge of their functions. Speaker of the ...

On a point of order, Mr. Deputy Speaker, Sir. In the light of the clarification that you have made, would I be in order to request the Chairman of the Committee on Finance, Commerce and Budget or the Senate Majority Leader, in the interest of the general public, to clarify which accounts we are referring to because that will help?

Mr. Deputy Speaker, Sir, that helps a great deal from the perspective of the general public. Could the general public also be informed the basis upon which last year’s division was based?

Mr. Chairman, Sir, first of all, I think this is a very wise and very timely amendment coming from the Committee as proposed by the Senator for Nyeri. As the situation was, we were going to set up county governments with Level 5 hospitals for failure. They were going to fail because they were in a predicament which was heavy and they could solve the issue of the burden imposed on them of running level five hospitals. Therefore, this is an amendment which we should all support because resolves a very major problem that was going to face these counties. ...

On a point of order, Mr. Speaker, Sir. Thank you for that guidance. But if you listened to Sen. Musila introducing his point of order, he referred to prominent Senators who were making statements out there. He referred in particular to Sen. Elachi and Sen. Murkomen. Is he in order to suggest that in this House there are categories of Senators, prominent and non-prominent?
