us in one way or the other, they should call us and ask us what we went through. Even today, when I go home, I am carpeted left right and center because of this party. But I am ever here because I came on the ticket of ODM. If ODM leadership is going to play cards under the table, and punish us in one way or another---. When you send your son to go and get firewood, or to get water, or to get cows from the fields and he delays, do not prepare canes for beating that kid before ...

Here, we are talking about culture and the law which exists. In as much as the Leader of the Majority Party has already given a clear Statement on what the government is doing to mitigate this--- I want it to be known that if the law is there; it has to be enforced to the letter; if it is culture, then we should know which should supersede the other one. Recently, we saw women in Narok defending their culture; tomorrow; we will see them in Garissa; the next day we will see them in Meru. What is the Government going ...

Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to seek a clarification. The way the Chairperson has issued his Statement is that the central Government just handed over whatever was done to the county governments and it is up to the county governments to pick them from there. It was just a sweeping statement to the extent that there was work which was done at a particular percentage and level and from that point, the county governments were supposed to take over. I believe that if the work was started by the central Government, it should have ...

Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill and congratulate hon. Ichung’wah for the bold move he has taken to bring this Bill to this House. First, I support the amendment that alcohol has become a national disaster. We get several deaths and officers are sacked but nothing happens after that. Those aggrieved are left with their families to suffer the consequences. There are no follow-ups done. I support that this should be taken as a national disaster. Rehabilitation centres should be opened within our counties so that we can rehabilitate those who have been addicted ...

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to support this Motion on miraa . When I speak here, I do so with authority, having been brought up in a miraa growing zone. My constituency, Igembe Central, is one of the main producers of this product. We are debating issues affecting a crop which we strongly support. If anything is done that prevents the people of Nyambene or Meru from selling that crop, then we will be condemning the Amerus who have been living on it for centuries. The Meru community has known miraa for ages. Initially, ...

Hon. Speaker, that young man was shot in my constituency. According to the report from the Chairman, I totally disagree with the information which he has given us. He is talking of patrols by the police and I am worried. He should clarify when they started doing it because when I visited that place, the OCS told me that they do not even have a vehicle to do patrols at night. We had a baraza with the Officer Commanding Police Division (OCPD) and he agreed that they should stop the boda

from operating after 7.00 p.m. but this has not been done. Could the Chairman go back to the Cabinet Secretary and confirm that what he has read is true because it is not? If need be, we can sit with him and I prove the same because they have no transport and the boda bodas are operating throughout the night, therefore, that is why this impunity, robberies and killings are going on. So, we cannot know who killed that man and why he was killed because nothing was stolen from him. I would request the Chairman to go back to ...
