  • 7 Apr 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Further to the point of order that has been raised by hon. Olago, the correct Standing Order is No.80. If the Assistant Minister will rely on it, he needs to show that those proceedings, whether they are civil or criminal, are, in fact, active. He needs to have come here with a proper hearing notice, a proper plaint or something to show that those civil proceedings are active, so that he can rely on the provisions of Standing Order No.80. Is he in order to try and dodge answering a Question which ... view
  • 7 Apr 2010 in National Assembly: Mr. Speaker, Sir, the reason we want to ask Questions here is so that we can have results. All the lists that the Minister has given us--- The Public Procurement Oversight Authority has had a Chief Executive Officer (CEO) acting for two years. Could the Minister undertake to deal with that specific one? All the others are less than two years. This one which is cross-cutting affects the whole country and all Ministries. The Chief Executive Officer has acted for two years. Could the Minister undertake to look into that matter? view

  • 7 Apr 2010 in National Assembly: Mr. Speaker, Sir, even if the Prime Minister is not there, where are the two Deputy Prime Ministers? view
  • 7 Apr 2010 in National Assembly: Mr. Speaker, Sir, thank you for giving me this opportunity. Sometime ago – two years I believe – there was a governance project called the Governance, Justice, Law and Order Sector Programme (GJLOS), which was foreign funded. I am made to understand that almost Kshs2 billion was allocated to cross-cutting Ministries, including the Ministry of State for Immigration, Ministry of State for Provincial Administration and Internal Security, Ministry of Justice, National Cohesion and Constitutional Affairs and Ministry of Home Affairs, amongst others. Mr. Speaker, Sir, I am given to understand that almost Kshs1.2 billion from donors was returned because of ... view
  • 7 Apr 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, I want to laud the efforts of the Office of the Prime Minister for bringing together the leaders, Members of Parliament, who are affected or whose areas are affected or are expected to be affected by the flood problem. Mr. Temporary Deputy Speaker, Sir, arising from the Statement that has been given here by the Assistant Minister, the question I want to raise is concerning areas such as ours in the Tana Delta – Garsen and Lamu – where we feel the effects of the rain after everybody else has ... view
  • 7 Apr 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Sincerely, hon. Kiunjuri knows that I do not partake Tusker or any other beer. Why is he imputing improper motive on a Member? view
  • 7 Apr 2010 in National Assembly: May I please request the hon. Members in the corner to my left to reduce the consultation. Mr. Haji, please, let us listen to the other hon. Members when they are speaking. view
  • 6 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank you for giving me the opportunity to also make my little contribution to the Witness Protection (Amendment) Bill. First of all, I want to say that I support the Bill but express my deep disappointment with the Attorney-General. When he was moving this debate, I listened very carefully. He said that this Bill was assented to by His Excellency the President on 30th December, 2006. When he was moving the main Bill in 2006, I was here, and I lauded him for moving it. Mr. Temporary Deputy Speaker, Sir, it is ... view
  • 31 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I stand to oppose that Motion. I have two reasons. I will do it very briefly. First, it is uneconomical to do so. Every time a session of the House is held here, there is some economic hit on the purse of Parliament. This is a practical thing. Secondly, going by the record that has been set this morning, it is unlikely that this Motion would achieve the intended purpose which is to help people debate further. It seems as if no amendment will pass. Therefore, it makes no sense to extent the time. view
