With respect to the Assistant Minister, on page one of his answer, he has stated that lake patrol boat has cost Euros 759,730 and three boats at a total cost of Euros 3,055,340. Is he in order to tell us today that in fact, these boats are operational? They are supposed to be Customs boats to check whether people are actually following the Customs Procedure. We are adding the sitting hours of the House by 90 minutes. Effectively, if we go by the 20 minutes, we are adding four-and-a-half hon. Members to speak during those hours. Mr. Deputy Speaker, Sir, it is going to be critical unless we have proper organization from the joint Chief Whips that those hours are properly occupied. • 24 Mar 2010 in National Assembly: Wataalamu, basi tusikatae msimamo wa wananchi wetu. Sisi tumepewa nafasi nzuri zaidi ya kuwa na Katiba mpya. Sheria ambayo tumeunda sasa inatuelekeza njia hiyo ya kupata katiba mpya. Ndio, kuna hizi nafasi zote za kubadilisha na kuifanya hii Katiba iwe nzuri zaidi, lakini tusipoibadilisha nakala, itakuwa vyema zaidi kwa sababu ni nzuri hivi ilivyo. Tusiikatae na tusiwadharau wanaosema kuwa tuipitishe vile ilivyo. Lakini sio kusema kwamba yule ambaye ana wazo nzuri zaidi pia tumkashifu. Tusiwe na mioyo namna hiyo. • 23 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I am wondering whether we are reading the same law with Mr. Ruto because we cannot, in any way, try to interpret that law in any other way. Everybody in this House and the country at large knows that the intention of Parliament is to make alteration if necessary and if possible. But it should be so grave a matter that it should gather two thirds majority support of the House. view
