Mr. Deputy Speaker, Sir, on 15th September, 2009, I sought a Ministerial Statement from the Minister for Roads on the status of the Eldoret-Chavakali Road, but we immediately went on recess. I would like to know when the Minister will issue that Ministerial Statement.

Thank you, Mr. Speaker, Sir. The Minister has indicated that one person has so far died out of natural causes. I would wish the Minister to clarify or confirm that the lady collapsed because of shock having learnt that her farms were invaded and all the crops destroyed. I would like to know from the Minister whether the one week notice given for them to harvest the mature crops was enough time and what happens to the other crops?

On a point of order, Mr. Speaker, Sir. Is the Minister in order to insinuate that those people have a home when the lady who died will be buried tomorrow at her brother-in-lawâs farm? Could he show us her home?

Mr. Deputy Speaker, Sir, the Minister has just confirmed here that the village elders were to work for eight days. However, he says because of budgetary constraints, they were paid for four days. Could he confirm that they were actually being paid Kshs200 per day for eight days?

On a point of Order, Mr. Deputy Speaker, Sir. If you read the Question carefully, part (c) is asking when the Ministry will work with the partner Ministry. This is a case that is affecting the Ministry of Education. Teachers are running away from the area because of hardship and yet the Assistant Minister is avoiding to answer the Question. Is he in order to refuse to answer the Question he has been asked?

On a point of order, Mr. Deputy Speaker, Sir. It is very clear that the recruitment from the NYS is very skewed. Nandi North does not have a single person who was recruited. Is the Assistant Minister in order to avoid answering the question which was: When will he stop recruiting from the NYS and recruit directly from the constituencies?

Mr. Speaker, Sir, whenever there is shortage of sugar, the price of the commodity goes up. Immediately we get more sugar, we do not see the same price of sugar coming down. Why do most sugar factories close at the same time for maintenance thus creating a very big shortage? Secondly, why do they not give warnings---

On a point of order, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister for Roads on the status of Eldoret-Chavakali Road. Considering that the Minister allocated over Kshs1 billion to rehabilitate the said road earlier this year and awarded the tender for the above works, could he confirm, in his Ministerial Statement, the following:- (a)that in the section between Eldoret and Mulango, the shoulders of the road have not been filled and are posing a lot of dangers to motorists;
