Mr. Speaker, Sir, when I asked this Question, I had in mind that the NYS had several construction machines which according to me are lying idle at their headquarters and yet private contractors in our constituency are really suffering because they do not have a place to hire some of these equipment in order to do some infrastructural development in our constituencies. Could the Minister tell us when he will dispatch some of the equipment down to the districts so that other constituencies can also benefit?

Mr. Speaker, Sir, taking into account that the equipment is in Nairobi, could the Minister, therefore, consider waiving mobilization fee for those who will come from far away to come and hire the equipment from Nairobi to be taken down to their constituencies?

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to insist that Matuu Town Council pays an extra amount of money yet according to me, it is the KPLC who are supposed to pay the council because the council was supposed to sell this water? They have lost for all that period because there was no power to supply them with water.

asked the Minister for Transport:- (a) whether, he is aware that China Overseas Engineering Company Ltd, the company contracted to repair Kisumu International Airport, has done a shoddy job on the runway that is partly being used at the moment and that the various materials being used for the construction are of inferior quality; (b) why the contractor has used bitumen in the construction of the apron instead of cement concrete, as originally designed; and, (c) what measures he will take to ensure that the construction is done to international standards.
