  • 13 Jun 2018 in Senate: Thank you Mr. Speaker, Sir, for giving me the opportunity to speak on this Petition. I thank Sen. Halake for bringing this Petition at this moment in time. I have a very different idea on how the conservancies should be managed and funded. The most critical thing that I must appreciate is that this Petition gives us an opportunity to interact and to interrogate the manner in which the management of these conservancies relates with the people that live within those surroundings. It is important to say from the onset that as much as we agree that these conservancies are ... view

  • 6 Jun 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also want to welcome students from Precious Blood High School, Riruta, in the Senate. I had a personal engagement with them when I was on my way to this Senate Chamber. I told them that if it is to be, it is up to them; they have the control of their destiny. So welcome, girls. We are proud of you, and I am sure you can do better than you have been doing. Thank you. view

  • 29 May 2018 in Senate: Mr. Speaker Sir, allow me to shed light on the issues that have been raised by Sen. Sakaja, although the reports of the Statements of the notice of Motion that I have just given are self-explanatory. It is true that the notice we have just given is on the financial inquiry of these three counties for the year ended 30thJune, 2014. I agree with him that it may appear difficult for the current Senate to give reports for all the 47 counties within the period of the next four years. It is not the fault of this Sessional Committee. In ... view

  • 21 Mar 2018 in Senate: Mr. Deputy Speaker, Sir, the Parliamentary tradition has been that once a statement is requested in the House, it becomes the property for the House. It can never be individual because, probably, the other Members made interjections when the statement was sought. I seek your guidance on the way we need to proceed. Since the Chairperson has the Statement and it may attract interest from other Members, will it not be prudent for him to just give it? In the event that the person who requested for the Statement needs to refer to it, he may consult the answer so ... view
  • 20 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. Hon. Members of the Senate, I lack better words and adjectives to describe what took place within the NASA fraternity, but for the first time, democracy is being seen to be taking shape. As much as I sympathise with my brother and friend, Sen. Wetangula, I have been wondering how a single Member of a political party can be a leader of the minority coalition in the Senate. Another reason why I am saying democracy is seen to be working is because our Standing Orders are very clear on how the leadership of this Senate ... view
