  • 25 Mar 2010 in National Assembly: Thank you, Mr. Speaker, Sir. With your indulgence, I want to ask whether it is in order for an hon. Member to ask a Question that is obvious in the sense that projects that are implemented by Rural Electrification Authority (REA) originate from hon. Members of Parliament. But, Mr. Speaker, Sir, in view of the fact that the hon. Member for Khwisero has never made his maiden speech, maybe, I will ask you to use your discretion to give him a chance to thank the people of Khwisero and the Government for implementing that kind of program. view
  • 23 Mar 2010 in National Assembly: Thank you Mr. Speaker, Sir. I would want the Assistant Minister to state whether he is aware that there are many insurance firms in this country that are not following the package of the Finance Bill of December, 2009 where we provided that any insurer who does not meet its obligations within 60 days after filing of a claim is supposed to give reasons and just in case the Director or the CEO of IRA gives extension of time for payment of that claim and the same is delayed and paid after 30 days, then the company is deemed to ... view
  • 23 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I am not really satisfied because the Assistant Minister is avoiding to answer a very pertinent question. I said that we came up with a rule that insurance companies must pay claims within a certain specified period. Kenyans are being fleeced every day because the insurance companies are collecting premiums and they are not paying claims. Those claims fall due within the period by which they are supposed to be paid and yet, they are not paid. What is he going to do to make sure that those claimants are paid? view
  • 9 Mar 2010 in National Assembly: Mr. Speaker, Sir, bearing in mind that the Assistant Minister has confirmed that he will be supplying drugs to these hospitals just because he has received money from the Treasury for purchase of drugs, we would want to know whether he will be able to properly procure drugs by strictly adhering to the various procurement procedures set out? The way he has spoken, having received money just the other day, it appears that he might not have enough time to properly procure these drugs using the right procedures. view
  • 3 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, while I appreciate the move made by the Ministry of Agriculture to provide seeds and other farm inputs for purposes of increased food production, I would want the Assistant Minister to tell this House the steps they are taking. Out of the seeds that they gave last year, there has been very good crop production in most parts of the country, where there is highly increased production in maize. Since we do not want to get seeds next time and there is enough food in our farms and harvesting is going, let him say whether the ... view
  • 3 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We have a Government that is concerned about the welfare of Kenyans. In fact, the Assistant Minister has stoop up in this House, in full glare of all the cameras in this country, and said that he is sympathizing with farmers. Should a Government sympathize with farmers or should it offer solutions that bedevil the farmers of this country who work day and night to make sure that we have food? view
  • 24 Feb 2010 in National Assembly: Thank you Mr. Deputy Speaker, Sir. I also rise to oppose this Motion. Kenya is an emerging democracy and if we have to nurture democracy in this country, then our leaders must demonstrate that they are really interested in seeing democracy in this country grow. There should be serious consultations in the appointment of members to the House Business Committee (HBC); it must be seen that consultations are really done. I am the elected party whip of KANU and this was done in a delegates congress in Kasarani, and being a whip there is no time that KANU has sat ... view
  • 10 Dec 2009 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister and the police for whatever they are doing to get rid of the illegal firearms and ammunition that are in the hands of criminals in this country. This country has lost many innocent Kenyans because of arms being in the wrong hands. Does the Assistant Minister have any intentions of making amendments to Cap.41(14) of the Firearms Act to make it a capital offence for anyone found with illegal arms? view
  • 10 Dec 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to cleverly not answer my question? I remember very well asking--- view
