  • 28 Apr 2009 in National Assembly: Mr. Speaker, Sir, hon. Members will note that we have spent a lot of time since we attempted to move this Motion. The first adjournment was given specifically to allow us to make some more consultations. To this end, I wish to thank both sides of the House for a job well done. I know and I am informed, particularly from the ODM side, because I was there for the PNU discussions--- view
  • 28 Apr 2009 in National Assembly: Mr. Speaker, Sir, I have no doubt that he got me correctly, but if it makes him happy, the Coalition is functioning very well. Indeed, the Coalition engaged in very useful and fruitful discussions that culminated in the amendment that I am now proposing. Mr. Speaker, Sir, there are many reasons why we are very happy, and pleased as a House, to name Members of the House Business Committee to facilitate the business of this House. One obvious reason is that we were recalled specifically to transact business. view
  • 23 Apr 2009 in National Assembly: Mr. Speaker, Sir, I rise to second the Motion of Adjournment. I have heard the sentiments of the hon. Members who have spoken. It is very easy to wish away this problem and suggest that it is a problem of the Executive. However, I intend to agree with Prof. Anyang’-Nyong’o; that it is important that we do things in the right way. It is critical that these things be ruled on because even though we say they belong to the Executive, they rightly belong to this House. This is because it is the Committee that determines the business that would ... view
  • 23 Apr 2009 in National Assembly: The implications of proceeding without either carrying the House with us or proceeding to the point of failure in passing the names are dire. The potential implications of that are not things we want to deal with. If you think about it, even though we are saying that we adjourn until next Tuesday, in the afternoon, the reality is that we adjourn to the next sitting day, which happens to be Tuesday. Therefore, we shall lose the next one-and-a-half hours. Nothing stops us, after consulting all we can, from coming here and passing this list, or whichever other amended list ... view
  • 23 Apr 2009 in National Assembly: Mr. Speaker, Sir, the other thing we seem to have forgotten is that one of the Members also asked for a ruling as to the actual composition of that particular Committee. He also wanted to know whether that extra person nominated by the Government constitutes part of the total or is surplus to the figure we have set. How then do we hope to pass names today in anticipation of a ruling which we have not heard? In my opinion, I strongly support that we adjourn this debate because it will also allow us a lot of consultation. I am ... view
  • 22 Apr 2009 in National Assembly: Mr. Speaker, Sir, I support the Motion that the debate be adjourned. view
  • 22 Apr 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for hon. Wetangula to make an allegation that is not correct? I want to say clearly and categorically that when view

  • 19 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, would I be in order to ask that the Mover be called upon to reply? view
  • 17 Feb 2009 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to thank the Assistant Minister for his reasonably good Ministerial Statement. view
