Mr. Temporary Speaker, Sir, he has finished but I think there is a problem when I hear a learned friend like him talking about “grabbing.” I want him to explain the meaning of “grabbing.” When he says that somebody has grabbed land, how does he grab it? If the law has given you that land, is it grabbing or were you given the land unfairly?

Mr. Temporary Speaker, Sir, I am glad that you have given me these few minutes to say something about the Motion. I just came in and did not have the Order Paper with me. I looked at this Motion and did not wonder why it was moved. The Mover of this Motion has very good intentions. She is going through very major problems in Isiolo. Mr. Temporary Speaker, Sir, as I said earlier, the Bill has been supported by almost every Member of this House and so, I find no reason for being here. Mr. Temporary Speaker, Sir, I was just trying to explain that county governments must be considerate to their constituencies and the Republic of Kenya and understand the difference. Governors should know that they control between 15 to 25 per cent of the total income of this country. The President of this country controls 85 per cent.
