  • 6 Aug 2014 in Senate: Mr. Speaker, Sir, I want it to go on record that Sen. Wetangula said that the police officers were “purporting”. Were they purporting or they were teaching? If they were teaching who gave them permission to teach? If they were rescuing the situation, were they purporting or they were actually teaching? I think that “purporting” and “teaching” are two different words. Could Sen. Wetangula tell us what he really meant? view

I still say that the 30 per cent that is supposed to go to women, youth and persons living with disabilities should not be lumped together. Why? In most cases, all the percentage is taken up by women and youth and very little is left for the persons with disabilities. Therefore, we must have a certain percentage specifically meant for people living with disabilities, so that their interests can be taken care of and what belongs to them goes to them. When it comes to procurement, they should be given requirements which are regulated in a manner that are friendly to them. This is especially on the issue of the money required to register companies, which should be waived to allow many groups of persons with disabilities to register companies that will enable them to participate in the procurement process. Musila and the Deputy President for coming out to support the issue that is of concern to all parents and learners. I want to request that the directive from the Deputy President should be in the form of a circular because most institutions rely on circulars or written communication for them to implement the directive. I want to thank the initiator of this Bill because I did not know that fellow Senators without disability understand disability issues. From the way they are contributing to this Bill, today, I have come to understand that they understand the challenges people with disabilities undergo. I do not know if we are being reflected on the screen there because yesterday I was among the first to put a request. In fact, there were Senators who came in while I was on, but I was left out. I wonder, am I really being reflected there? It is like I am missing in the system. Right now, I pressed the microphone, I put on “intervention” and I still was locked out. I am worried. Am I reflected in the system? view
