If I recollect well, the Speaker mentioned that those things should be raised later. What he actually said was that his report indicates that he has a signed copy. The fact is, we do not have signed copies. Our copies of the report do not have minutes indicating the proceedings that took place. view

We have been trying to catch the Chair’s eye since the cows went to the river. We cannot just be denied that opportunity. This is an important issue and we also need to get an opportunity to make our contributions. view

In the Statement, the Minister did indicate that some of those people who have been investigated and prosecuted included Cabinet Ministers. The Public Officer Ethics Act talks about the level of integrity that is required for one to serve as a public officer. How is it then that we have people who are under prosecution and are still serving as public officers at the level of even the Cabinet? view

We need to be careful here because the issue of village elders has been with us for a very long time. It is a bit intriguing to see the Minister coming in at this late hour to get involved in this Bill. While we would want him to get involved, we also do not want this thing to drag on for another 20 years, without ever thinking about these village elders.   • 9 Sep 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. When you made the ruling, you said that the Statement made by Mr. Magara was Personal and did not need any comments. Secondly, this is a Minister asking another Minister a question. The Minister is using the Floor of this House to promise an answer to the Minister. This is the issue of collective responsibility which has now become collective irresponsibility. view
