I wanted to hand over to him a list of Ministries that are manned by people from the same area. Many of us will go through the five-year term without knowing the difference between the Ministry of Prof. Anyang’-Nyong’o and that of Mrs. Mugo. It is difficult to understand their different roles. When Kshs1.7 had been used, the Ministry of Water and Irrigation indicated that it had exhausted the funds.
