  • 29 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Bill. From the outset I want to congratulate Dr. Khalwale for seizing the moment and bringing this legislation for us to deal with it because in the last three, four, five or six years we did experience daylight robbery of some individuals who exploited the poverty level within our country to do nothing else other than enrich themselves. Nobody was spared from this because we saw the churches doing it. We saw pastors doing the same thing and pastors talking to their ... view

  • 29 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank you for that indulgence. In supporting this Bill, I want to say that it is instructive that even in future, if anybody is involved in this malpractice, compensation will be there. You cannot just get away with it, because there will be a jail term for you. With those remarks, I beg to support. view
  • 29 Aug 2012 in National Assembly: Mr. Speaker, Sir, I thank you for giving me the opportunity to support the Motion. I would also like to thank hon. Martha Karua for moving the Motion. Since there is no much time, let me say that I join other hon. Members in condemning the killing of Sheikh Rogo and the burning of properties within Mombasa. It is important that those who killed Rogo and those who burnt churches face the same music. They must be apprehended and charged in a court of law. We will be happy to hear that this happened. Mr. Speaker, Sir, let us also ... view

  • 24 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, thank you for jogging my memory. I want to oppose that amendment. My reason is that as we continue deleting or amending the clauses in this Bill, and specifically what Mr. Baiya is proposing, it is as if we are really trying to legislate for criminals in this country. We have to be awake to the fact that we have more good people in this country than bad ones. When we deny this agency an opportunity to protect the many who are good in this nation, we will eventually give a lifeline to criminals. This ... view

  • 24 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to agree with my Chair. The issue of Cabinet Secretary bringing him at this point or bringing Parliament in at this point, it is like we have forgotten that we have a Committee of Delegated Legislation. We have ways through which all regulations will come to Parliament. We are confusing this. It is important that we pay attention to what we are doing to this law. view

  • 24 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I want to be brief if William would allow me to just have my say. I normally keep quiet when he is saying a lot of things. So, I want to disagree with that proposal because I think we are overstretching the role of Parliament. It is important that we allow Parliament to do what it should do; that is to look at delegated legislation, but not to formulate. view
