  • 22 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to also join others in condoling the families of the late hon. Michuki, the late hon. Martin Shikuku and also families of Kenyans that we have lost through clashes in Tana River and Mandera. Mr. Deputy Speaker, Sir, over the weekend, a young man walked to me and told me to my face that I belong to the Mungiki sect. Less than a month ago, I witnessed a case along Parliament Road of another young man who was resisting to be arrested by the police officers. In fact, he wanted to snatch a gun ... view
  • 22 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, thank you for that half-a-minute. Mr. Deputy Speaker, Sir, I support this Bill, certainly with the amendments that will be brought by the Committee that we sit in. But as I conclude, it is important that we view
  • 22 Aug 2012 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Bill and actually wonder with others why the Government had not brought this Bill much earlier. That is because we are looking at just a few articles and I cannot quite understand how it has taken the Government that long to do 17 articles. If they had done it, perhaps we would not be here at night. The National Security Intelligence Council (NSC) is a very important organ; an organ that we had missed in the past and we can see that now we have a place where all issues of ... view
  • 22 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I may take the position of the Chairman, who has lead our Committee very well, I want to take this opportunity to support the Bill. I also want to thank our Kenya Defence Forces for the splendid work that they have continued to do for our country. As others have mentioned, they are out there in Somalia as we speak and we must thank and encourage them. They have continued to earn respect for Kenya. They are there restoring stability within a country that has remained torn apart for over 20 years; a country ... view
  • 22 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, then, my two minutes start now. One of the difficulties that the Kenya Defence Forces will face is the limitation that has been imposed by the Constitution that they cannot be deployed within our borders to maintain peace even in the event that we continue worrying, and I hope we will never do that again, without the approval of Parliament. If Parliament is in recess, then there will be difficulties because we will have to wait and in the waiting, we may lose lives. That is something that we need to ask for. As I ... view
  • 15 Aug 2012 in National Assembly: asked the Minister for Public Health and Sanitation:- (a) why the Ministry has not created the Public Health (Standards) Board as provided for by section 27 of the Food, Drugs and Chemical Substances Act, to administer and enforce the provisions of the Act; (b) whether she could clarify whether or not an operational Central Board of Health, as provided for by section 3 of the Public Health Act has been established, and if so, what action the Ministry has taken through the view
  • 1 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Minister has said nothing else other than the fact that the Prime Minister will be going to visit the hospital to get it renamed “J.M. Kariuki”. He is just saying “should, should.” This is the case and yet we are saying that Nyandarua County has 516,000 people and does not have a hospital that can serve them. What the Ministry did was to rehabilitate a hospital within Laikipia County, and they are pretending that it will serve Nyandarua County. Even the visit of the Prime Minister is actually to perpetuate the same thing. Everything that ... view
  • 1 Aug 2012 in National Assembly: Yes, Mr. Deputy Speaker, Sir. view
  • 1 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, that is useful information from Dr. Nuh, because coming from the medical profession, he certainly has difficulties in other professions. The courts are not necessarily there to deal with criminals. There are areas where you arbitrate on issues that are more useful, including family matters. So, if he has a criminal mind, that may not be very useful. view
  • 1 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, the level of marginalization of Nyandarua County is being confirmed here by the Minister himself. It is only useful for the people of Nyandarua if he can specifically say what the Budget provides for Nyandarua in terms of the health facility that they want to rename. Renaming it “J.M.” is okay because this is a facility that was started in 1975. view
