Minister say that he does not know who asks for pay for P3 forms, but he must know that in cases of actual bodily harm, grievous bodily harm, attempted rape, rape and indecent assault, the police issue P3 forms free. But when they are presented by the legal personnel for filling, that is where they are asked to pay between Kshs300 to Kshs500.   • 26 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I find this answer unsatisfactory because the Ministry is fully aware that house allowances for teachers in municipalities, particularly in Kisumu Municipality, are lower than those in the City of Nairobi because of the status of the city. I agree with him in the first part of his request. However, as we talk about the release of these people, I want the Chair to understand that these Kenyans have not been remanded because of what they did at State House.
