Thank you, hon. Temporary Deputy Speaker. I rise to support this Communication by the President. At the same time, I feel that when these Statute Law (Miscellaneous Amendments) Bills are brought to the House, they should be brought Bill by Bill. Like what has been stated by the Chair, Committee on Justice and Legal Affairs, we can end up having very serious amendments sneaked in that are dangerous for the good of the country. For instance, we need to look at the issue of the appointment of the Secretary to the Ethics and Anti-Corruption Commission (EACC).

Hon. Temporary Deputy Speaker, I rise to oppose the amendment. In my opinion, we are going into greater details as far as the amendment is concerned. I agree with the original Motion. Going into specific land parcel sizes and where they are, I do not know if the land can be spread to cover the part of the road. In my opinion, this requires concurrence within the Nairobi County Government. This goes into the mandate of the county government as far as roads and infrastructure in the City is concerned. This Bill is critical in the sense that it harmonizes and updates the Water Act, 2002. It takes into consideration Articles in the Constitution in order to bring to focus issues to do with management of water resources. There are proposals for mega projects in certain parts of this country. However, I believe that it is not only in those areas where we have rivers that water can be harvested. It is proposed in this Bill that the water could be harvested from the run-off. Such water could be cleaned and utilized to better the lives of Kenyans.
