Hon. Deputy Speaker, in this conflict in Moyale, just like in other incidents of insecurity, we are given rhetorics and very little is being done as far as security matters are concerned. We are supposed to know who are funding those conflicts. There is no way that, that conflict continues year after year without having some people who are involved. Deputy Speaker, you know, our concern is the pricing and why the question of monopoly has not come out clearly and, specifically, why there are several companies that buy the nut locally but all of them have to sell their collection to one company to export. We are asking why. The explanation is not clear.

First, it is good to appreciate. If something is good, at least, acknowledge it instead of denying it. I thank the President for respecting the Constitution by coming here to deliver an address to the nation. He also acknowledged the challenges that the country is facing at the moment and one way of solving the problem is to acknowledge that the problem exists, and that there are strategies for addressing challenges. With regard to national values and the challenges therein, I would like to say something about devolution. There are people who are politicizing the whole idea of devolution.

They want to say that they are the defenders of devolution and we know very well that we gave ourselves this idea of devolution and nobody should be against it. Somebody cannot dispute the fact that the Constitution provides that, at least, 15 per cent of our revenue should go to the counties. I will make the best of them. Thank you, hon. Speaker. Let me continue with my presentation on this. Given the importance of this Report and the importance of security as far as national development is concerned, this Report should be a serious reflection of the country and us here.

When you look at this Report, when the Westgate terror attack happened information had been shared earlier and it indicates clearly that there was laxity by certain security agents like the police. Even as we give the recommendations, I think it is important that when people commit mistakes, they take responsibility for them. If people do not do that, by the end of the day so many citizens are at risk and that is not good.
