is myth; it is not the truth. I am also glad that I participated in this Committee. The problems facing the miraa farmers and growers have also been contributed by the Government of Kenya. This is because to a large extent---

I said that I am happy that I participated in the Committee’s deliberations and from the Report, it is very clear that the Government of Kenya has never contributed anything in support of the miraa sub-sector, in order to understand the crop and even have a structured way of engagement. We met different departments, Ministries, and even research institutions of the Government. They are very few. To a large extent, that is how we have lost as a country. I can tell you for sure we have lost germ-plasm. In fact, I am afraid that even though miraa is condemned ...

Let the Government of Kenya take responsibility. Let the Government of Kenya defend our people. Let it do so in the same way it is doing with regard to tourism, insecurity and so on. The ban on miraa is a matter of security in Nyambene and Meru, where it is largely grown.

No, hon. Temporary Deputy Speaker. I agree with the amendment. It is important to come up with a scientific basis because what we gathered during our Committee meetings with various groups is that there is more myth surrounding miraa than reality. So, a scientific basis will assist.

Thank you, hon. Speaker. I rise to contribute to this Bill. There are certain clauses in this Bill which are dangerous which this House should amend. This Bill touches on the issue of crops and so we will have the opportunity to introduce something about miraa so that it is considered as a cash crop. Miraa needs to be viewed as a crop which is scheduled in this Republic given the issues surrounding it.

There are certain parts of this Bill which are worth considering, for example, the issue of land adjudication. It is important to bring out clarity with regard to the terms used. This will bring sanity and also a clear understanding. With regard to the amendment on the Urban Areas and Cities Act, this Bill seeks to amend this particular Act and specifically to give certain mandates that may be useful as far as administration and delineation of towns and municipalities are concerned. For that reason, it is helpful. With regard to the Transition Authority, when people are given position of ...

not helpful. The lumping together of these statutes provides an opportunity for ambiguity. It also brings in elements that are not helpful. For example, why the hurry to disband the Transition Authority given the role it is playing of seeing that we have a proper transition from the old system of governance to the new one where we have devolved governments? We, therefore, need to look at this Bill properly so that we do not allow the passage of laws that may eventually create confusion as far as the whole idea of devolution is concerned. We need to look at ...

Hon. Speaker, I rise to support this Motion because I think it is very important for us as a country when our neighbours are in trouble to help. To a large extent we also experience the same difficulties in one way or the other like this conflict in South Sudan which has had a lot of impact on the Kenyan economy. Many traders have suffered and so sending our defence forces to South Sudan is a good idea because this is going to assist in restoring peace there. At the same time, we will encourage our Government to take a ...

Hon. Deputy Speaker, in this conflict in Moyale, just like in other incidents of insecurity, we are given rhetorics and very little is being done as far as security matters are concerned. We are supposed to know who are funding those conflicts. There is no way that, that conflict continues year after year without having some people who are involved. In the report, we also need to know whether our security agents are unable to know who are funding that conflict. Can we continue like this forever? How will the country move when we have no security? How far can ...
