  • 24 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, I stand to support this very important debate on the subject of the Budget. As we all know, the Budget is a very important tool a Government or a country uses for purpose of its development and for purpose of its activities. I would like to start by thanking the Minister for Finance for the efforts he has made in trying to put together a Budget under very difficult circumstances. As we all know, the country has experienced a difficult time. During this difficult time, many things went wrong. But we are happy that at the ... view
  • 10 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to second this very important request for a guarantee to be issued to the Japanese Bank for International Co-operation. As we all know, very often the Port of Mombasa is almost an embarrassment to Kenya. The Port of Mombasa has been of great disservice to the region. We have heard complaints from our neighbouring countries such as the Democratic Republic of Congo, Rwanda, Burundi, Uganda and Southern Sudan. This shows how serious the port is a constraint to the development of these countries. view
  • 10 Jun 2008 in National Assembly: It is also a disappointment on many occasions to the Kenyan economy because of the delay it takes to clear ships and goods at the Port of Mombasa. If you compare the Port of Mombasa with other ports in the world such as Singapore and Dubai, you will see that it takes two weeks to clear goods through the Port of Mombasa. In those other countries, which I have just mentioned, it takes only two days to clear the goods. I do not want to say that it is only equipment that is a problem. There are other problems facing ... view
  • 13 Mar 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to start by congratulating you for having been elected our Speaker, a very distinguished position; and a position that I know you will perform with distinction. I also wish to thank the President for his Speech. I also wish to thank the incoming Prime Minister for the role he has played in ensuring that there is stability in this country. But more than the two of them, I wish to thank the millions of Kenyans who, after suffering for a period of almost one month and a half, forced the two to reach ... view
  • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is four years since the Government accepted that the Mau Mau Movement was not a criminal organisation. Many people in Kirinyaga, Embu and Meru died. Four years later, after accepting that they played an important role, why has the Government not done anything? They are coming only a few weeks before elections, so that they can appear to be remembering those heroes who died fighting for this country! view
  • 12 Sep 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I know how this Government is working towards central Kenya. They want to convince the people of central Kenya that they are working for them, but they are cheating them! Is it in order for the Minister to give the impression that I am not concerned about the heroes of Kenya who died? This Government has been noted for--- view
  • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I withdraw the bit that sounded un- diplomatic and un-parliamentary, but the rest remains. view
  • 22 Aug 2007 in National Assembly: asked the Minister for Roads and Public Works:- (a) if he is aware that Road E628, Wamumu-Gachoka, in Gachoka Constituency is in a pathetic condition; and, (b) when it will be repaired. view
  • 22 Aug 2007 in National Assembly: Mr. Speaker, Sir, this is the most important road in the whole of Mbeere District. The section the Assistant Minister is referring to is very short. When will the Government tarmack this road which cuts across the entire district so that our District Commissioner (DC) becomes accessible? At the moment, it is impossible to reach our DC. When is this road going to be tarmacked? view
  • 22 Aug 2007 in National Assembly: Mr. Speaker, Sir, Kshs3 million is not enough to do this road. When the previous Government was in power, it--- view
