When I look at the amendment closely, I have concerns with the right to privacy and security of Kenyans among other portions of the amendment. In particular, the proposed amendment to Section 3 of the Registration of Persons Act, if passed, this is going to interfere with the privacy of Kenyans. It is important that the traditional way of identifying Kenyans like using certain constants like the fingerprints do not change. But the amendments that are proposed want to use indices for the identification of Kenyans. For example, there are proposals to use earlobes, retina and iris patterns and provide ...

If we look at the GPS locations of residences, our residences keep changing. I could be in Rangwe and I have another residence in Homa Bay and another one in Nairobi or Mombasa, which one will be used for identifying me. So, as much as I support this amendment, I think it requires attention. I also want to look at the amendment on the Traffic Act, Chapter 403. If we look at Section 8 Part II, it says: “….any person who issues motor vehicle insurance cover to a person other the registered owner…” This is a very nice piece of ...

Thank you very much, Hon. Temporary Deputy Speaker, for the opportunity to contribute. I want to thank the Member who is giving a very good contribution. Hon. Kaluma declared his interest earlier. It is also important for the Member to declare his interest. He is explaining a positive agenda with negative energy. We have places where the person who has been nominated to this particular position used her intelligence to run her affairs at the political parties’ office as a State officer. Let us not drag mud and use it to prepare ugali. It will not work very well.

Thank you very much, Hon. Speaker. It is a real good moment to be here for the first time today and get time to contribute to such an important Bill. I do not want to be out of order but being a first time Member of Parliament in the august House, I have watched with awe certain proceedings, especially on matters that touch on the conduct of Members. I do not want to be out of order, but it is important that Members who have been in Parliament doing their second, third or fourth terms, give leadership and those of ...

This is a very important Bill. Land is a very important resource in the country. It is critical because it touches on lives and we live on land. Given the proposals that I have seen and as have been well elaborated by the Mover and the Seconder, it is a good Bill and I support it. I wanted an addition to the indices, the future values of the current pieces of land or the future of the current sub-systems or valuation be used also as an index. This would be important because some land may have low value now, but ...

I am particularly impressed by the need to remove variations, especially in the value of land. There are aspects of land that have been devolved, but there are others that are still controlled by the national Government. If we were to remove variations and have a uniform way of giving value to land, we will reduce the number of land cases in the country.
