Ahsante sana, Mheshimiwa Naibu Mwenyekiti wa Muda kwa kunipa hii nafasi kuchangia mjadala wa mambo ya hesabu kuhusu ukulima wa samaki. Nimefurahia na nitafurahia ikipitishwa. Ahsante sana, Naibu Spika wa Muda, kwa kunipatia nafasi hii ili nichangie Hoja hii ambayo inaongea juu ya saratani. Saratani ni ugonjwa ambao imetatiza wananchi wote. Hatusemi huu ni ugonjwa unaoadhiri eneo Bunge moja na haiadhiri nyingine. Tunaelewa wananchi wameumia sana kwa sababu ya ugonjwa huu. Ningependa kuchukua nafasi hii kumpongeza Mbunge ambaye ameleta Hoja hii ili tujadiliane na tukubaliane kama Wabunge kuwa ugonjwa huu unafaa kutengewa pesa. Thank you, Hon. Deputy Speaker for giving me this opportunity to support the Irrigation Bill. If there is anything that needs to be considered positively by the Departmental Committee on Agriculture and Livestock, it is about farmers. I want to assess whether the Irrigation Bill is friendly to the farmer or not. I know it will address some issues. One of the issues it will address is food security and economic matters. I support this Bill, but I would not like to forget the component of value addition and marketing of crops. I will be happy if this Bill is implemented in a way that takes the interests of the farmer seriously. The Bill will, of course, assist women. Our Government has set aside funds for women and for the youth which can enable them to participate in farming. youth are at home and are not employed. As leaders, we appeal to them to participate in farming. Such a Bill encourages them to participate in farming, but it must have the components of value addition, marketing and public participation. Many times, we have done public participation in Nairobi yet we all know that farmers are not in Nairobi. If they are there, they are very few. We know farmers are in our various counties. We have many youths who are doing nothing and we encourage them to do farming. We also have women who are doing nothing and we encourage them to do farming by using money from the Women Enterprise Development Fund and the Youth Enterprise Development Fund that targets to assist women, youth and people living with disabilities. The same money can be used for irrigation. My concern here is in the complete process of crop production in our country. My interest lies in value addition. Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to speak on the same problem that we are facing as Nakuru County. First, let me pass my message of condolence to the families of those who lost their lives thorough the tragic accidents along this road. About a month ago, we lost potential young businessmen along this road. In about 10 days, we lost seven artists along the same road. Yesterday, we lost a lot of people. As Hon. investigation that we get to know that drivers are under pressure of some kind, we need to get some recommendations. I call upon the relevant Ministry to do something about this matter. We are not going to keep quiet as we lose our people. We are suffering as a country. With those few remarks, we expect the relevant committee of this House and the relevant Ministry to do something about this issue.
