Thank you, Hon. Chairman. I have the microphone. I agree with all the Members who have said that COVID-19 is a public health case. It is not a police case. Contact tracing should fall under the Ministry of Health and not where it is right now.

Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I want to restrict myself to the Bill. Gideon Keter, this is wonderful. The reason why I support this Bill—and there are some areas you really need to think through—is that the youth are going through what they are going through because there is no functioning, well-oiled Council to articulate, advocate and defend and sometimes go to court for legal redress when their rights are tampered with. That is missing. If I look at the principal objective of your Bill, it is trying to address that by having the right membership ...

Hon. Temporary Deputy Speaker, even if all the Cabinet Secretaries are young people, it will not address the problem youths are facing. What will, is the sensitivity of what young people are going through and the framework of addressing them from the grassroots to the national level. We have a good example of a young Cabinet Secretary who is now facing legal issues. The issue of integrity, vision and commitment comes from the grassroots level. Even us who are past the youth age can still consider ourselves current youth. I am a father of a youth and I am sensitive ...

Thank you, Hon. Speaker. Let it go on record that Ndhiwa Constituency and my family condole with the family of the late President. One thing which should go to all our hearts is what Moi did. This is a serious issue and, as it has been stipulated, I think we should go this way. We should invest in bonds and then translate them as we implement projects. I think this is a good thing to do. It also needs to be explained to us in more detailed terms how it will work, especially with the development partners like the World Bank. For those who have studied this extensively, if we go this way, we need assurances on how it will work and how the money will be borrowed and implementation done without a hitch using the ...

We have just heard about money being denied to counties because of pending bills. We have been told there are pending bills of Kshs81 billion at the National Treasury. I tend to wonder what authority they have to detain money and, at the same time, they are not paying their bills. This is worrying to me.
