As you are aware, more than half of the counties are reeling under the drought situation at the moment. The Government and private sector are busy raising funds, yet there are funds within the Government that are lying idle. Contracts have been negotiated and signed but the funds are not being released because we have not passed this law to enable the Government to release the funds. This discourages the donors who have done a lot to facilitate the availability of those funds to county governments. They have been impeded by the failure to pass this law. This is a separate Fund. Therefore, there is need to prepare a different Bill to operationalize the Equalization Fund. view

Therefore, we cannot lump it with the County Governments Additional Allocations Bill, 2022. This is because the utilization of these Funds is not based on any conditions. Agizo hili litaadhiri uchumi kwa sababu mapato yanayotokana na utalii yataweza kupungua na hata yale malengo ya Serikali ya kukusanya pesa walizotarajia mwezi wa sita, bajeti iliposomwa, hayataweza kutimizwa.
