felt that there is no need of having an Act of Parliament which is not implemented. What is the need of having a Wildlife Management Act and it is not implemented? I felt that it was not a good thing, but we are working on it. The other issues that we looked at are the three independent institutions that really need to be supported in terms of funding. My colleague from Emurua Dikirr talked about the problem we had with our Narok County Government. When we went to the Auditor- General and asked him to look at this issue, he ...

Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. I want to thank hon. Patrick Wangamati for giving me this opportunity. Much has been said by other Members of this House. I agree with most of the Members that we need to bring this as a Bill because it is not just the people who lost their lives, but there are so many others who suffered, particularly the Maasai Community. They lost their land especially here in Nairobi. In fact, I was told by one of my grandfathers that where Parliament stands used to be a Maasai village. ...

Thank you, hon. Temporary Deputy Speaker for also giving me this opportunity to contribute to this very important Motion. I want to thank hon. (Eng.) Gumbo for bringing this Motion here today. I think that the CDF development record cannot be overemphasised. Anybody who lives in Kenya knows what the CDF has done. I suppose it is because most of our judges live in Nairobi that they gave us this judgement. I think our Judiciary is full of activists. The reason why I say this is because in this House we have very good lawyers who are well educated. When ...

When you look at what has been happening in our courts, there are about three judges who are known; every time they get a case, their ruling depends on who brought it. I say so because I remember there was an issue that had to do with the recruitment of police officers and they ruled against it. Our children are still at home waiting for the police to recruit again. It is taking many years simply because of their actions. The other day they also ruled against the security laws which went through this same House. Today, again they are ...

Thank you, hon. Speaker, for giving me this opportunity. I also rise to support this very important Bill. Being a constitutional Bill, it will go a long way in improving the performance of the existing Office of the Auditor-General.

Let me begin by saying that the Auditor-General has been appearing before the Budget and Appropriations Committee. Most of the time, the complaint has been lack of resources to enable the officers of Kenya National Audit Office (KENAO) do their job. Therefore, the passage of this Bill will enable the Auditor-General to employ the staff he needs. What this House needs to do is give the Auditor-General resources in terms of funding. The problem we have in this country is lack of audit of our institutions. We now have devolved units, namely, the county governments. Hon. Members have been complaining ...

When you look at the organisational structure of the Office of the Auditor- General, one appreciates that it has not been up-to-date. It does not have professionals who are capable of doing the job efficiently. That is the cause of the problem that we have. I am not quite sure whether we need the Audit Advisory Board. As a country, we have been complaining that we do not need very many boards. We need an efficient and effective Office of the Auditor-General. Establishing more offices within the Office of the Auditor-General would be creating more levels of bureaucracy – which ...

Thank you, hon. Speaker for giving me this opportunity to convey my condolences to the family of my good friend, hon. Muchai. We are also affected because we also lost a young man, who was providing security. Previous Governments have come out very strongly and said that no stone will be left unturned until killers are found, particularly those who assassinated our leaders. I hope this Government finds the people who killed our colleague. Hon.Muchai had asked the Government to be given two security officers instead of one. There is a statement that he wrote saying that his life was ...

Thank you, hon. Temporary Deputy Speaker. I want to first of all to thank the Chairman. Our Chairman has never disappointed us because he has always done a good job bringing in the legal mind. I think looking at this Bill, we have really fine-tuned it because during the Second Reading, most of us had issues but, indeed, when I look at the amendments that he has moved - and the whole Committee - they have done a very good job. This is also one of the milestones because this is one of the constitutional Bills that we are required ...
