Hon. Speaker, when you look at the blanket transfer of functions to counties in disregard of the three year transition period provided in the Constitution, I think that is where the problem is. If these governors had taken over the function that was given by the Constitution, we would not have all these problems. Hon. Speaker, I want to say that it is time for this House to act. I realise that there is a committee that has been formed so that we look at these issues. However, I want us to take this health sector seriously because it is a matter of life and death and it is not like any other sector in this country. This sector is very important.
