  • 3 Dec 2015 in National Assembly: has affected the fishing industry and, therefore, the need for our country to actually come up with a management zone, where we will manage our environment. view
  • 3 Dec 2015 in National Assembly: Global warming as you have heard causes oceans to expand and displace people. If we do not manage our Indian Ocean, this global warming will affect our people. I am also happy to hear that there will be an Ocean Development Fund, and we will invest our resources. What has been happening in our country is that we like to harvest without a fund that can help manage our environment. That has been happening to a lot of our natural resources. When you look at the wildlife, national parks and national reserves, the Government has not been keen to set ... view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I also wanted to complain about the same thing. This is because you are going very fast and yet we need to scrutinize this Bill. This Bill is very important. It is the only life-line we have as Members of this House. view
  • 2 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support this amendment except the one that is added (f), “engaging in active politics”. I do not know what the Chairman means because how do you separate politics from the Board? Most of those Board members are actually elected by people. How then do you say if you are involved in politics while you are appointed--- Initially, they have to be appointed in their respective areas. How then do you go and say so and so is not ---We must be very careful because in Kenya, almost everybody is a politician. So, how ... view

  • 14 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, I support this amendment because of the experience we have had. We should remember what happened in this House some time back. We must bring order through our own Standing Orders. This provision will help the Speaker to control the House and bring order. view
  • 8 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me the opportunity to add my voice to the debate on this very important Bill. The principal objective of the Bill is to give effect to Article 165(1) of the Constitution, which is our mandate. The Bill seeks to provide for the organization and administration of the High Court to ensure its smooth operations and administration, so as to facilitate efficient conduct and management of the judicial functions. The Bill provides for the composition of the High Court. For a long time in this country, since Independence, we have not changed much. We ... view
  • 8 Oct 2015 in National Assembly: On establishment of divisions, we all agree that in this country, there are certain regions that are highly populated. For example, Kisumu, Mombasa, Machakos and other places are highly populated such that they require more courts than others. Obviously, the establishment of new divisions in this Bill will go a long way to solving the problem. This Bill brings a lot of sanity in terms of the courts timetable. For a long time, our people did not know when the courts are in session or when the judges are on leave. This Bill has provided the dates and so, everybody ... view
  • 26 Aug 2015 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to contribute to this Motion. I support the adoption of the Sessional Paper No.5 of 2015 on the National Policy on Peace Building and Conflict Management. A number of factors contribute to conflict in our country, but let me just mention a few. I am happy that finally as a country, we are coming up with a Sessional Paper on how to address conflict. There is an interconnection between poverty and conflict. Poverty is a major cause of structural conflict resulting from unemployment, class struggle, landlessness, marginalisation, underdevelopment, inequitable distribution of ... view
  • 6 Aug 2015 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity. I also would like to support the petitioners. I totally agree with the Hon. Members of Parliament who have spoken about this issue. We need to go a step further and ensure that this House allocates money for the wazee wa vijiji . In fact, they are working very hard, and have been doing a very good job, particularly for people who are in the pastoralist communities. I must say that without the wazee wa vijiji, nothing would be done on the ground. In fact, nowadays chiefs do not do ... view
