  • 2 Mar 2016 in National Assembly: The other issue is the equal enjoyment of the right of use, access and prohibition of discrimination on any ground, be it race, colour, marital status or gender, even though most of us from pastoralist communities have an issue there. But I will bring an amendment. It is the issue of gender. Some of us feel that the issue of gender must be addressed in the pastoralist communities. We will deal with it when time comes. view

The Chairperson has explained a lot on the amendments that the Senate proposed. They are self-explanatory. The Kshs1 million fine is okay because most of these small businesses would not be able to afford the Kshs10 million penalty. It is very punitive. view

  • 23 Feb 2016 in National Assembly: The civil society is a very important organisation in Kenya. It has brought a lot of changes particularly during the new Constitution. It has done a lot for this country. It is good for it to be included as part of the Council instead of removing them. The same thing applies to the issue of oversight. It is very clear in our Constitution that oversight is the role of the National Assembly. The Senate was trying to look for a job to do. This is the prerogative of the National Assembly and not the Senate. I support the Committee’s work. view

I want to thank the Ministry of Environment, Water and Natural Resource for coming up with this Sessional Paper. As a country, we have been yearning to have a plan on how we can manage our environment holistically. The country has been earning a lot of foreign exchange because of the tourists visiting Indian Ocean. Therefore, there is need for us to actually manage our Indian Ocean and the coastal areas.
