Mr. Speaker, Sir, I am not on that one. I had raised that point of order, so that the nation is not misled. Is it in order for the Senate Minority Leader to insinuate to a Senator whom he knows that he is elected in the County of Kiambu, that “if you live in the Republic of Kenya, then you should know that?” He knows that Kiambu is in Kenya.

Thank you, Mr. Speaker, Sir. Today is, indeed, a very sad day for the people of Kiambu, this Senate, the Republic of Kenya and devolution. It is, indeed, heart-wrenching that the mother, father and protector of devolution has had to turn to pinching the child to enforce compliance. The last report that was tabled by the Auditor-General to that Committee said that the only county that has complied with the requirements in the whole country, out of the 47, is Kwale County. Mr. Chairman, Sir, I want to express my dismay at the allocations which have been made to Level 5 hospitals. I want to echo my serious concerns at the allocations which have been given to Level 5 hospital in Kiambu, that is, Thika Level 5 Hospital. The budget of Thika Level 5 Hospital is Kshs500 million. Last year, we received Kshs367 million almost Kshs150 million short but to my dismay and to the dismay of the people of Kiambu, Machakos and Murang’a Counties, who come to seek treatment in Thika, we have been allocated a paltry Kshs87 million which is ...

Mr. Chairman, Sir, I was just concluding my contribution. I was proposing as a House, we strongly propose to this Committee to ensure that they initiate the process urgently to make sure that the balance due to these Level 5 hospitals is included. The other issue is that it is also important to send a strong message to the county governments such that even within the allocations they have received, we have seen them diverting other funds to buying houses and expensive vehicles. On a point of order, Mr. Temporary Speaker, Sir. Is it in order for the Senator for Mombasa to mislead this House by insinuating that the only side that you can identify Senators of quality contribution is on that side? Did you hear him telling the House that if you want to see Senators who are of distinction, then you look at that side?
