In supporting the Motion, I wish to state that in view of the contributions that have been made by my colleagues, at this time, we should rethink whether it is 40 or 60 per cent which is adequate and whether there are constitutional issues about this Bill. However, let me point out what is out of order. Establishing a facility such as a university is extending services to the whole country. Although the Senator says correctly that he is a doctor of medicine, those are two different things. When a hospital is established, it will serve the people of Kakamega, Mumias and Machakos.   • 15 Jul 2014 in Senate: Mr. Speaker, Sir, I wanted to seek a clarification on why, in spite of all the expiations offered, regulations have not been put in place so that banks do not continue to make immoral profits at the behest of peasants. The savers in these banks are hawkers and peasants, people who do small businesses. You will hear a bank pronouncing, at the end of the year, a profit of Kshs17 billion. This is money collected from small enterprises like Small Micro Finance Enterprises (SMEs). This is a matter that has to be dealt with firmly. view
