I am also heavily inclined to remind my colleagues to remember that this is a Bill that concerns counties. As we debate the Bill, we need to be mindful that most Senators are in, but may be going out. At voting time, we need the requisite number of Senators. He said clearly that the President gave instructions on phone, but he was not there to hear that telephone call and he cannot substantiate that. So, it is not right for him to make those kinds of allegations in a House that is dignified. He is out of order. view
