Thank you, hon. Temporary Deputy Chairlady. I support the deletion of this Clause because the Bill seems to be providing for a lot of comfort to detainees. Some of them are guilty of some major offences. The rest of us who are not detained work hard. Many of our youth work hard. Therefore, it is fair that some of these prisoners be subjected to hard work. This is a good idea. Let us delete the clause seeking to give them comfort. I support.

Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to make my contribution. I support this Bill. Chapter Four of the Constitution of Kenya, 2010 – the Bill of Rights – is very explicit about the rights of people of all walks of life. This Bill is basically meant to legislate and actualize that chapter. I believe that our Constitution is similar to the one of the Unites States of America (USA) but the circumstances under which people are arrested and locked up in this country leaves a lot to be desired. Recently, I had the misfortune of having illicit brew sold in my constituency, which claimed the lives of four people. The person who was involved in the sale of the alcohol, who was an innocent business person, was arrested and thrown into a facility with very deplorable conditions. Therefore, this Bill is timely. Thank you, hon. Temporary Deputy Speaker for this opportunity. I rise to support the Water Bill, 2014. I come from one of those counties that have been said to have a lot of problems of water. However, our strategy as Machakos County for now is with our governor. He said that within the first five years, we would ensure that we have running water in our homesteads. Eventually, I expect that we will be able to manage this water by first protecting our catchment areas. We need to have a source of water.
