Mr. Temporary Deputy Speaker, Sir, I stand to support the Bill. I would even suggest stiffer penalties that have been put here. In China, when people like these get away, they are taken to an equivalent of Uhuru Park and executed. I am not suggesting execution, but I am suggesting that we take certain measures. A former Member of Parliament was walking around with a huge amount of money and he was part of the pyramid scheme. We know the person who is a former Member of this Parliament.

However, the Assistant Minister says that the Ragumu Community Hall was handed over on 23rd June 2010. I was there last week but it is not available to the community of Ragumu. It has been locked and to date, the keys are held by the City Council of Kisumu, which is 12 kilometers away.
