  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, as my final part, as I said this matter has been overtaken by events. Part (a) and (b) have been answered well. But I would like the Assistant Minister to know, together with the Acting Minister for Local Government, that despite the children home being run by the city hall, the building was handed over, but half of it is not being used by the city hall social services, because they say they have no money for partitioning it. So, the children are still in part of the old building. Could the Assistant Minister confirm that? view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I also recommend that this Report be attended to as soon as possible. I also want to remind you that the Committee on Finance, Planning and Trade has already done a Report on De La Rue, which I am not very sure whether it was tabled or not. However, as a Committee, we worked on the current affairs, whereas the Public Accounts Committee (PAC) worked on the audit of past events. I think this would be an opportune time for both Committees to get together and have a joint Report tabled. view

The bank was supposed to be put under statutory management for a certain period of time. That period was subsequently extended by another 12 months, through a court order. There was no order by either the court or the CBK to officially close the bank. The court order expired five years ago. Is the Minister aware of that fact? view

I would like to propose that we continue with the Petitions to Parliament (Procedure) Bill and then return to this one thereafter. This will give time for everybody to be on the same page.   • 23 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, I beg to move: THAT, clause 19 be amended by inserting the following new subclause immediately after subclause (4)— “(5) Without prejudice to the foregoing provisions of this section, a State officer who fails to declare operation or control of a bank account outside Kenya commits an offence and shall, upon conviction, be liable to imprisonment for a term not exceeding five years, or a fine not exceeding five million shillings, or both.” The import of this amendment is that it prohibits opening and maintenance of foreign bank accounts by any State officer unless for compelling ... view
