Mr. Temporary Deputy Chairman, I beg to move: THAT, clause 19 be amended by inserting the following new subclause immediately after subclause (4)— “(5) Without prejudice to the foregoing provisions of this section, a State officer who fails to declare operation or control of a bank account outside Kenya commits an offence and shall, upon conviction, be liable to imprisonment for a term not exceeding five years, or a fine not exceeding five million shillings, or both.” The import of this amendment is that it prohibits opening and maintenance of foreign bank accounts by any State officer unless for compelling ...
