Mr. Deputy Speaker, Sir, I thank Waziri for assuring me that they have no plans to abolish the middle level colleges and other tertiary institutions. However, now that you have upgraded so many of them, what is the Minister doing to replace the same? We still need training in technical skills which have been offered by these colleges that you have now upgraded.

Thank you, Mr. Deputy Speaker, Sir. I know that the Ministry is doing a lot to assist in areas such as the youth polytechnics because they are offering free tuition. We also have the Higher Educationâs Loans Board (HELB) which helps students with loans. However, what are they doing to assist students who are undergoing courses in tertiary institutions? They seem not to have any plans to assist such students and yet, we still need these students as she has put it to us.

Mr. Temporary Deputy Speaker, Sir, could the Prime Minister clarify the role of the TJRC because one of the things I have heard â if I have heard him correctly â is that it will be working towards reconciliation when this House has passed a National Cohesion and Integration Commission. The Government has failed to gazette its members. It is that Commission which has the role of reconciling Kenyans. Why has the Government not gazetted the names of those commissioners?

asked the Minister for Fisheries Development:- (a) what regulations the Government has put in place to guide the exploitation of fish resources in Lake Victoria to ensure a structured arrangement of securing fish growth in the lake; (b) how funds from fishing and fish farming resources are ploughed back to benefit the fishermen and local communities; and, (c) what plans the Government has to develop fish farming in Kenya and Butula Constituency, in particular.

Thank you very much, Bw. Waziri, for your elaborate answer. However, one of my fears is, in Lake Victoria some fishermen tend to fish along the shores rather than going into the deep lake to get mature fish. What measures is the Minister putting in place to ensure that they do not fish along the shore? Along the shores, they just catch juvenile fish.

Thank you, Mr. Temporary Deputy Speaker, Sir. Time is ripe for us to have a fisheries development authority which I believe will cater for the requirements and the development of the fishing communities which live along the fishing areas. This will help them to improve on their incomes and their standards of living. What plans has he put in place to establish such an authority under his Ministry?
