Thank you, Hon. Deputy Speaker. This matter has already been canvassed. I brought a Petition in this House a few months ago and it was referred to the Committee which round the country up to Samburu and wrote a very strong Report. Maybe it is the Ministry, the Cabinet Secretary or his administration who are not serious on the matter because the Report is already there.

Secondly, this is a very weighty matter. Elderly people and disabled people are suffering even after that Report was written and tabled in this House. People travel for long distances in my place and banks are not honouring payments properly. The elderly people in this country depend on that money. When you are elderly, you only require food and healthcare. So, it is a weighty matter and we need to canvass it again.

the National Government Constituencies Development Fund (NG-CDF) regarding delays in disbursement of the NG-CDF. We are in the Second Quarter of Financial Year 2018/2019 and the Government has not released funds to constituencies yet there are ongoing projects with outstanding payments that need to be cleared. Furthermore, there are balances of funds which were not disbursed in the last Financial Year 2017/2018 and they need to be disbursed now. Hon. Thank you, Hon. Speaker. Animals do not speak. If wildlife spoke, they would say more than we are saying here. They are being harassed, killed and we are encroaching on their territories rather than them encroaching on ours. Some of us who like wildlife feel it is unfair for human beings to encroach into wildlife territories.

In my constituency, I have a number of protected animals like the grey zebra and lions. We normally do not kill wildlife but inhabit together with them. We graze our cattle together with zebras. So, we should look into ways of protecting wildlife as well as human beings.
