As pastoralists and livestock keepers, which is the mainstay of our economy in the pastoralist community, we are not disputing or complaining about the allocation or implementation of the livestock economy. If you compare crop development with livestock development, they are distinct. Even their actual allocation of resources tells you that there is negligence in terms of the livestock economy: Kshs6 billion versus Kshs25 billion. I rise to oppose the withdrawal of the Motion because it has become a trend of the 12th Parliament for Motions to be scuttled even before they get to the Floor of this House. So, debate on this issue should be encouraged. We can debate the withdrawal issue and come up with a way forward. We will decide whether to allow it to continue or to have it withdrawn. view

I happen to have visited India in 2005 as a civil servant and I found that in northern India, most places are very dry and similar to northern Kenya. We did research, fact finding and benchmarking and realised that every village with 10,000 people had a mega dam and its construction could cost about Kshs500 million and above. In northern Kenya, there is water shortage and a lot of water is wasted because it is not harvested. It goes to the ocean. I want to send my condolences to my constituents in Arsim. Yesterday, we lost five family members because of floods and 20 families were displaced.   • 10 Apr 2018 in National Assembly: in knowing what is going on. Otherwise, if we do without consultations, then we will run a risk of not even completing the kind of projects we want to do. To make it worse, we who come from northern Kenya, one big disease that has killed our development initiatives is centralisation. Projects are designed here in Nairobi and pushed to us through our throats without us being asked what we need and what we wanted to do. One reason why I prefer 10 years is that, sometimes, civil servants need more training and experience when it comes to working in the Civil Service. If you compare a newly recruited civil servant in the counties at Job Group “S” and one who has served in the Civil Service at Job Group “K”, you will find that the one in Job Group “K” who has worked for more than 10 years is more experienced than the one ... view

This is because I see most Members are just saying that they support, which is very good. So, in my view, I thought going by Standing Order No.95, you call the Mover to reply so that we speed this matter. Most of us actually support the Motion. Thank you. view
