  • 5 Oct 2022 in Senate: I plead with His Excellency the President and the policy makers around him, that time has come that we should do away with the mentality of those sessional papers that legitimized the economic separation of people within this country. view
  • 5 Oct 2022 in Senate: I pray that this will be the end of that. We are hopeful that the President will actualize the plan to create a new deal like President Roosevelt did for those disadvantaged areas in the United States of America such that our counties which are not as productive will be helped to come up in this idea of bottom up. This will ensure that those counties that are at the bottom now will be brought up. We preached this language. Our people have understood it and we are waiting for action from the very highest level. view
  • 5 Oct 2022 in Senate: I want to speak to the issue of the National Government Constituency Development Fund (NGCDF). I am grateful that His Excellency the President stated in his Speech that he will support efforts to constitutionalize this Fund. As I speak to you, in Tana River County like in many other counties, so many students who were dependent on the CDF bursaries have been sent back home by the headteachers and principals. We cannot demonize these heads of institutions. We cannot say that they should not send these children home, because what are they going to feed them on? These funds were ... view

  • 5 Oct 2022 in Senate: not have the resources to pay for each and every individual to send them back to school where they belong. We risk creation of a generation of people who are going to stay at home and then become despondent. They will go back to doing all the things we told them not to do. They will start engaging in activities that we as parents do not wish them to engage in. I pray that on the Floor of this House as I plead with the Government, that temporary measures should be made between the National Treasury and the Ministry of ... view

  • 8 Jan 2013 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to assert on the Floor of this House that in three years we will have the subway and all those plans implemented when, in fact, he has not tabled any evidence of funding or public partnership, public private partnership or any evidence of governmental discussions that will ensure that we have foreign direct funding for the project? view
  • 3 Jan 2013 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I want to take on the Major-General on a point of order. Ordinarily, like you say, this is a civilized House. We are guided by the rules of the House and we are to debate within the confines of those rules. One of the fundamental rules of this House is relevance to debate. You cannot start talking about issues that have nothing to do with the Supplementary Estimates. They are not adding any value to this debate but take our valuable time. If the hon. Maj-Gen. Nkaisserry has nothing to say ... view
  • 3 Jan 2013 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I really want to understand the Minister. However, if you look at the arguments that he is putting across, you will see that he is the one who is jumping the gun. He is telling us that we should pass these Estimates because he has already provided more than the 15 per cent. However, this amount is in another Bill which is being published and will be coming to this House. I am, therefore, rising on this point of order to formally apply that we stand down this Motion or withdraw ... view
  • 2 Jan 2013 in National Assembly: Madam Temporary Deputy Speaker, I also stand to support this Bill. I want to agree with the other hon. Members who have said that the President, when he retires, needs to have reasonable support in terms of his existence. Even more important is that, that office needs to maintain its dignity. The Office of the retired President goes with it the secrets of the State which need to be protected using facilities that are of the State. Madam Temporary Deputy Speaker, with those few remarks, I beg to support. view
