  • 27 Dec 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I thought that Mr. Shakeel was raising issues that should come in the main debate. This is a Procedural Motion, we support and end there. view
  • 27 Dec 2012 in National Assembly: Mr. Chairman, Sir, it will be good because--- view
  • 27 Dec 2012 in National Assembly: Mr. Chairman, Sir, I just want to make a point so that we may understand. Since we passed the Regulations, the Commission has not published them. They have been doing their things. We want these Regulations published in the KenyaGazette after we have approved them in Parliament. We want them to be very clear to every person. That is why this amendment is critical. Thank you, Mr. Chairman, Sir. view
  • 19 Dec 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. You are the Head of this Parliament. You have given a very elaborate opinion of this House as a representative of this House. You have said what needs to be said to His Excellency the President. Any other Member of Parliament who is speaking will diminish what is already there. view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, even trying to answer what the President is saying is diminishing what we all know. Let us leave this, end this session and proceed to other business. Thank you. view

The question of acquisition of a forensic laboratory for the police has been hanging for a long time. I would like him to tell us what progress he has made. The existence of a forensic laboratory in the country will probably act as deterrence. People will be afraid of committing the kind of murders witnessed everywhere. view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, could the Prime Minister confirm or deny that since the entrance of the KDF into Somalia, the unexplained foreign exchange (Forex) influx into Kenya has fallen from the value of Kshs172 billion to Kshs6.4 billion? If this is so, what is the net effect in Kenya and whether, in fact, it is good that we have lost all these monies? view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, I wanted to pick it up from there. Dr. Khalwale asked what this Commission does. I wanted to say last week or a few days ago, they were in Tana River. The whole team was there apparently on a fact-finding mission. They have not written their report but they were on a fact-finding mission. The National Commission for Integration and Cohesion has already gone to do work there. This is replication of duties. More importantly, I want to make this point; I made it also when the Minister was moving something related to this in a ... view
  • 3 Oct 2012 in National Assembly: was reading nil. So, it is obvious that he is not convinced. Let us not agree to by-pass the Committee. It is our eyes. Let this matter go to the Committee and let them explain themselves there. If the Committee is convinced, then it can convince us. If it is not convinced then, they should file their report with the courts and Kenyans will have access to it. view
  • 3 Oct 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I have never seen somebody trying to respond to a Procedural Motion. view
