Mr. Speaker, Sir, looking at this Question, it tells us that out of ten districts, clerks were sourced to carry out this exercise of identifying the Ogiek. One of those districts happens to be my own district. How comes as leaders of those areas, we have no idea that an exercise where two people were required to identify Ogiek was there? Why Ogiek alone yet all the people who were occupying Mau are mixed?

Madam Temporary Deputy Speaker, I would like to ask the Minister to tell the House what he is doing about the bridges that were swept away by floods at the beginning of this year.

In my constituency, for example, four bridges were swept away and we thought they fell within the emergency bridges that required immediate intervention. Up to now, there is nothing that is forthcoming and people cannot cross. We thought we would get help because there was some intervention which we were told was forthcoming. What became of that money?

Thank you Madam Temporary Deputy Speaker. The creation of districts was a Government assignment. When they decided to increase districts, they must have made sure that necessary facilities had been made available. Such facilities included provision of offices. When they decided to give money to construct offices for the officers--- When they rescinded that, the Ministry should have taken responsibility to ensure that the money was given out equally or withdraw all the amount. What criteria was used to give out money to certain districts and deny others?

Mr. Speaker, Sir, patrols are very important components of security. In my constituency, there are areas which have been recommended for patrols. However, the askaris cannot carry out the patrols because of lack of fuel. What is the Assistant Minister doing to make sure that askaris have enough fuel to be able to carry out patrols?

On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to say that his Ministry protects both the employer and the employee and yet, he cannot satisfy this House that actually this employer failed in his responsibility and, therefore, he should have been dismissed?

Mr. Speaker, Sir, this is one of the very important amendments to this document and I stand to support it. Article 62 defines public land. Then Article 62(2) goes ahead to vest land on county governments. But the same sub-section goes ahead to negate the very spirit of devolution. It will be very unfair for the counties to own the land, manage it, but the right of ownership is taken away by the NLC. So, I support the amendment.

Mr. Speaker, Sir, if the Ministryâs action was based on the report from the school, then it means that, that report was conclusive. If it was not conclusive, why did the Ministry take this kind of action before investigations were concluded?
