Thank you, Mr. Deputy Speaker, Sir, for this opportunity. I rise to oppose this Motion. As Members of Parliament, we have three cardinal responsibilities. We have a responsibility to this nation. Mr. Deputy Speaker, Sir, I stand to oppose the Motion. The whole essence of giving seven days notice is to enable this House to exercise its cardinal role which is oversight. The seven day period is to enable us go through the Bill. By shortening it, will deny this House that cardinal role. To that extent, I want to oppose this Motion and urge that the full maturity of this Bill be guaranteed by this House.

Mr. Speaker, Sir, I want to thank the Prime Minister for the elaborate intervention. I would want the Prime Minister to clarify why the Government finds it wise to give out free energy-saving bulbs, while in actual sense it is possible for any ordinary person to go and buy energy-saving bulbs. In any case, the bulbs have a finite life. Who will replace them after they burn out?

Madam Temporary Deputy Speaker, I wish to congratulate the Assistant Minister for his good answer. The population of Migori is expanding fast and I appreciate the efforts being taken. Similarly, in the neighbourhood is Homa Bay District where there is also acute and persistent water shortage despite the Assistant Minister persistently promising that the Ministry will expand the water supply. What has he done to ensure that the Homa Bay water project is expanded? Within what time line will he expand the project?
