Mr. Temporary Deputy Speaker, Sir, I rise to support the Motion on Land Policy. From the onset, I want to congratulate the Minister for his bold step and I believe this is characteristic of his signature bravery that we have known him for. I know the Minister is dealing with very vicious land dealers. To reform this is quite a daunting task. Thank you, Mr. Deputy Speaker, Sir. I would like to get a clarification from the Minister. Noting that every Kenyan has a home and if we were to trace the origin of every Kenyan, we would trace their original homes--- I know that the Minister is just about to buy land. However, what precaution is the Ministry taking so that it does not end up buying what was originally Government land in the name of resettling IDPs?

Mr. Deputy Speaker, Sir. Is the Minister really in order, in light of the recently enacted Fiscal Management Bill and in terms of prudent use of resources allocated to him, to use that money to buy land for IDPs when he knows very well that each and every one of them has a home? Why can the Minister not resettle those IDPs in their original homes so that we solve that problem once and for all?

Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting Clause 44. Mr. Temporary Deputy Chairman, Sir, Clause 44 seeks to establish the Kenya Airports Authority Fund, and I think that is a very substantive move that requires a substantive Motion to be brought to this House.
