  • 19 Jan 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister wants to take us into the future, but we want to ask him what he has done. The Ministry has been allocated a lot of money because the water problem is perennial. Could the Assistant Minister tell us how many pans he did in Subukia and how many he did even in Rangwe Constituency, because I know there was money allocated under the KKV Programme and under the Recurrent Expenditure Budget? view
  • 19 Jan 2011 in National Assembly: Mr. Speaker, Sir, I rise to support the Motion with a heavy heart. I must say that the Government Business leadership has not assisted this House. We expect serious business at the Government leadership level. On many occasions when we come here to transact business, there is hobbling and mumbling about it. We were called here to pass Bills that will see full implementation of the new Constitution. However, we find an unprepared Government. The Government Business leadership should be reprimanded and refined. It is interesting to watch none other than the Leader of Government Business outside there going around ... view
  • 19 Jan 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I have reliably learnt that the Chair has denied me the rest of my time. I know it is in the light of the fact that the time for the debate is up. I wish you could consider refunding me my minutes. view
  • 21 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The level of consultations is quite high. Would I be in order to ask you to ask hon. Members to lower the level of their consultations? view
  • 21 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to turn around after he rose to support the Report and now say the Report is faulty? Is he in order to turn round and bring mischief to the debate? view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. In view of the fact that all hon. Members seem to be in support of the Motion, would I be in order to ask that the Mover be now called upon to reply? view
  • 25 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise under Standing Order No.25--- view
  • 25 Nov 2010 in National Assembly: Mr. Speaker, Sir, I rise under Standing Order No.25. This matter is getting a lot of attention. Issues have been raised here which I feel this House needs to look at more seriously. In view of that, would I be in order, under Standing Order No.25, to ask for a dilatory Motion? view
  • 17 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to avoid a very direct question? When is he getting this money? view
  • 16 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I have noticed with a lot of concern that Members of the Executive come to this House, but when they notice that an issue is coming up, that touches on their docket, they slowly slip out. I saw the Minister for Labour in this House. I also saw the Minister for Justice Constitution Affairs and National Cohesion. The matters here are very serious and very urgent. I seek your ruling on what kind of reprimand we can give the Executive so that they take this House seriously. view
