  • 5 Aug 2009 in National Assembly: Yes, Madam Temporary Deputy Speaker. The question is: Is the Ministry going to give some interest or some compensation for the delay to the family? Kshs200,000 is just not enough! view
  • 4 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Kisumu Town East, Kisumu Town West, Kisumu Rural and Nyando were given 1,000 bags. In these areas, there are three million people. If you divide three million people by 1,000 bags, each person will view
  • 4 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, is there a special preference of which areas get maize? What basis did the Government use to send 1,000 bags to three constituencies? What was the logic? view
  • 29 Jul 2009 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker. I stand to support the Motion and congratulate my brother, hon. Yusuf Chanzu, for bringing the Motion. First, I would like to take the opportunity to congratulate the Government for finally having the Sondu Miriu Hydro-Electric Power Plant commissioned. It was a great day. Madam Temporary Deputy Speaker, we want to get small electricity generating plants. They have been done in many places, but that has to be linked to the environment. Unfortunately, the environment sometimes generates unnecessary debates, because we are unable to secure the water towers of this country. I ... view
  • 21 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am very surprised that the Minister does not even remember the provisions of the Fiscal Management Act. I would like to quote Sections 12 and 16 of the Fiscal Management Act which requires the Minister to be aware of all public organizations under him and what they are doing. He is supposed to be aware of the accounts of those parastatals. Perhaps, the Minister is not aware of that. I would like to ask him to ask his Permanent Secretary to make him aware of that particular Act. Then, he can ask the Coast ... view
  • 25 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Minister for that Ministerial Statement. This is reflective of the drug industry in this country. The suppliers of medicine in Kenya are about eight of which only two or three have the right requirements like those in the United Kingdom (UK). I would like to urge the Minister that this is the time to set certain standards for companies which produce drugs. Those standards must--- view

  • 24 Jun 2009 in National Assembly: Mr. Speaker, Sir, I want to thank Madam Minister for that very eloquent description of what they have done to contain the situation. There is cholera outbreak in Nyalenda, Kajulu and Kolwa areas. There was a cholera emergency action that took place in my constituency. Yesterday, I talked to the Provincial Medical Officer of Health (PMOH). I asked him about the four cholera cases that have been reported in Kisumu. The fact of the matter is that the public health officers are not doing their jobs. There is raw sewage in Kisumu. This is right in the centre of Kisumu ... view
  • 24 Jun 2009 in National Assembly: asked the Minister for Medical Services:- (a) whether he could table the per -province student intake to the Kenya Medical Training Colleges (KMTCs) under the regular and “parallel” programmes, respectively, in the last two years; (b) whether he could tell the House the number of places offered under the “parallel” programme but were not taken up at the same period; and, (c) what steps he is taking to ensure available places are offered equitably among provinces and other administrative units. view
  • 24 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Minister for a very comprehensive answer. However, it does not touch on the elements of parallel and regular programmes. It is alleged that whoever wishes to apply for a vacancy under the regular programme, especially in Nyanza Province, he is told that there are no places available, and that they should go for the parallel programme. Secondly, I am encouraged by the formula for the current year, but it appears that on the basis of 2,000, or 1,946 applicants, 25 per cent is something like 500. I thought that rather ... view
