  • 26 Nov 2014 in National Assembly: Mheshimiwa Spika, naomba nikamilishe.
  • 19 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Following the demise of our colleague, Senator Kajwang, it is my humble request that we observe a moment of silence in his honour, given that he was one of the leading personalities in the political arena in this country and in ODM, of which I am the Minority Whip. It is my humble request that this House observes a minute of silence. view
  • 19 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. In supporting this Motion, I would wish to give notice to amend it as proposed by hon. (Dr.) Ottichilo. I beg to amend the following words--- view
  • 19 Nov 2014 in National Assembly: May I second the Motion. view
  • 19 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, in seconding the Motion, I want to make a number of observations. Currently, this country has a lot of potential in wind energy, geothermal and solar yet we have seen our Government deliberately making efforts to move into this particular energy; the nuclear energy. We have read; we have visited the United Nations (UN) and Austria and we have realized that Austria itself which houses the International Atomic Agency does not have a nuclear plant. It had intended to have one but it has stopped its development. It is because of the inherent dangers. You recognize ... view
  • 19 Nov 2014 in National Assembly: area, we would have no problem but when we go into production of power using nuclear energy, we are putting this country into a hazardous situation given that the risks involved are very high. Let us look at Chernobyl and Fukushima cases. What happened was disastrous to that country and it is unfortunate that Kenyans have not been told the full scale of the deaths which occurred during that development. The site where we can allocate this particular nuclear plant is an issue. Right now, there are only two areas that can comfortably accommodate the construction of a nuclear plant; ... view
  • 13 Nov 2014 in National Assembly: Mhe. Hayo ndiyo mambo ambayo ningependa ... view
  • 28 Oct 2014 in National Assembly: Hon. Chairlady, are we saying it is only the Government that will declare a mineral strategic in an area and county governments will have no space in this area? Will that be final? view
  • 28 Oct 2014 in National Assembly: Thank you, hon. Chairlady. I want to echo the sentiments given by my colleague, that five years is too long. If somebody is effective and he/she has been given three years renewable, he/she will have another period of three years; giving somebody renewal term of five years will make us be stuck with one person for ten years. Hon. Chairlady, it is my humble submission that the Chair should consider our views and reduce it to three years, but renewable. view
  • 28 Oct 2014 in National Assembly: Hon. Chairlady, I want to add my voice to what has been said. Clause 30 was creating a problem in the management of the entire industry. I concur with the Committee to delete the entire Clause 30. view
